Robert Leonard, President
Mr. Leonard is the architect and driving force behind the Pueo Group consortium concept. He currently serves as the President of 3DL Logistics.
Mr. Leonard brings over 35 years of successful commercial and government business experience in maritime, remote location, severe weather logistics, manufacturing, engineering support, and design.
He developed several new companies from Seafood Processing to Supply Chain support for numerous Alaska based Fishing companies and coastal communities. The logistics involved in the procurement, consolidation and shipping to the most remote locations of Alaska led to the development of a multifaceted transportation network. Through the transport mediums of shipping via barge, steamship, air and road, new methods and technology for transportation were developed for remote sites which have become the norm for arctic extreme locations and areas lacking logistic infrastructure.
In addition, Mr. Leonard designed, built and operated several large landing craft (150’ L) to accomplish successful lighterage deliveries up rivers and to the shallowest of Coastal Villages. So robust were these vessels, they were utilized by the US Navy to support retrieval of damaged U2 Planes from Guam, ultimately returning them to the Mainland in San Diego. These vessels, utilizing RO/RO capabilities, were also used in the buildup of the Meck and Kwajalien Island AB missile silos where no port facility existed.
Mr. Leonard supported Marine Corp projects, which included engineering support and document control services for the early testing of the V22 Osprey at PAX River, MD. He also provided engineering support to the National Guard Bureau for the reset of training support vehicles at several of the National Guard bases as well as develop, build and maintain shoot houses at various training ranges.
Mr. Leonard also led the design and development of a new 600 GPM pump utilized by the US Marine Corps, which soon became the standard for the US Army, TACOM. Through the use of a successful Integrated Process Team with government participation, a very cost effective approach was developed that was deemed best value to meet the critical missions of fuel and water transfer.
Additionally, an extensive maritime back ground enabled Mr. Leonard to develop a security program for high value Submarines departing from Bangor, San Diego and Pearl Harbor. This program allowed contractor owned and operated, high speed vessels to operate with armed Uniformed Navy personnel. These vessels provided security offshore until subs reached the appropriate dive point.
Mr. Leonard provided solutions to agencies with emerging requirements. He led the development of a training vessel utilized by the US Coast Guard Air Training Center in Mobile, AL. This vessel, along with its contractor-supplied crew, was used as a decoy and rescue platform for helicopter operations training missions, using evasive maneuvers and simulated target.
Recently, Mr Leonard successfully developed a source of supply using supply chain management for the US Army’s Force Provider group in Natick, MA. This project includes over 1100 items which are received, inventoried and packaged into tricon containers and forward shipped to Afghanistan. The Force Provider Project, Forward Operating Base consists of every conceivable part and system utilized for both 350 and 600 man camps.

Paul McNamara, Vice President for Business
Development
Mr. McNamara offers a career of industry and government experience
related to Analysis and Engineering. Prior to his role as Pueo Group Contracting
General Manager and President of Pueo Inc, Mr. McNamara was the Chief Operating
Officer of Shee Atika Technologies, an Engineering and Technical Services
company. Of note in this role he led strategic analysis teams in a variety of
projects for Marine Corps System Command in Information Architecture design, and
hardware and software procurement. Previously, he was the VP and COO of
Technology Intelligence International, an Information Architecture Design and
Development company. While there he authored the Marine Corps' initial
overarching Command and Control vision as well as transformational IT efforts
for the United States Navy. Prior to serving in this position, Mr. McNamara was
a Program Manager for JAYCOR Defense Systems Division, Titan Corporation. In
this responsibility, he served as the Chief Technical Advisor to the Commandant
of the Marine Corps and was responsible for assisting the Marine Corps in its
technology transition and in developing its Information Technology strategy and
implementation. Additionally he served as an advisor to the PM for the
development of the Deployable Joint Command and Control (DJC2) effort. Prior to
that role, Mr. McNamara transitioned to private industry after serving 27+ years
in the United States Marine Corps. During his Marine Corps service, Mr. McNamara
served in diverse but related positions world-wide. Of note was his leadership
in the development of the I MEF state of the art Command and Control Center used
during post 9/11 Marine Corps involvement in Afghanistan and Iraq. He also
served with distinction, as the leader of multiple organizations/staffs with
numerous and interrelated internal processes. Most notably he served as the
Chief of Staff for the First Marine Expeditionary Force a 45k member
organization and led that staff in the planning and execution of post 9/11
Marine Corps operational activities in Afghanistan, Iraq and other parts of the
world.
